Mixing and mastering solve different problems. A song may need both, but they do not use the same source files or make the same decisions.
The mix combines vocals, drums, bass, guitars, keyboards and effects. The engineer controls level, pan, EQ, compression, automation and depth for every element. The deliverable is a stereo premaster.
Mastering receives that finished stereo file. It adjusts global tonal balance, dynamics, stereo presentation, peak safety and final loudness. It cannot independently lower one guitar or replace a vocal reverb that was printed into the mix.
If the vocal is buried, the snare is too loud or instruments fight each other, return to mixing. If the song is balanced but needs final level, tonal polish, format conversion or consistency with other releases, it needs mastering.
Mastering is not merely maximizing level. Excess limiting can remove punch and create fatigue. A useful master balances impact, dynamics and translation.
